It is called "A Government Communicator's Guide to Building Trust in the Places Residents Actually Are.”
The conversation about your city is already happening, mostly in places you do not control: neighborhood groups, community platforms, comment threads. The guide walks through how to find those places, how to listen on purpose instead of only during a crisis, and how to turn one-way broadcasting into a real two-way relationship. There are also a few examples that changed how I think about the loudest voice in the room.
