Oh, hi!
Half of the people in your city under 30 just told a Harvard pollster they have no real say in what government does.
They were not talking about Washington.
They were talking about you.
Every pundit this week is going to read that number as a federal story. I want to read it with you as a local one, because that is the only version of it we can actually do something about.
One framework. Three tools. One thing to do before Friday.
Three Tools for This Week
Tool 1. The loop is a circle, not a funnel.
The closed loop has five stages, and the Harvard Youth Poll just gave us the cleanest evidence of what happens when two of them break.
Only 15% of young Americans trust the federal government. Half say "people like me have no real say." That split runs almost identically across Democrats and Independents, which means this is not partisan. It is generational. (Harvard IOP, April 23, 2026)
I have been teaching this as five stages. Ask.
You go to where residents already are and you actually invite input. Listen.
You receive what they tell you without filtering. Act.
ou weigh it and make a decision. Report back.
ou tell residents what you did, what you weighed, and why. Show your work.
You make the connection between input and outcome visible to everyone watching. Where the input was public, naming the resident, first name and last initial, deepens the moment. Where it wasn't, show the pattern without the name.
Break any stage and the whole loop breaks. The "no real say" number is what it sounds like when the last two stages have been broken for a generation. Cities ask all the time. Most cities even listen. Almost nobody reports back, and even fewer show the work in public.
Key insight: "No real say" is a back-end problem. Reporting back and showing your work are the stages you can fix this quarter without buying anything.
Tool 2. Local is your runway.
Americans still trust local government roughly twice as much as the federal government, and that gap is the only one you can actually do something about.
Pew puts it at 61% favorable view of local government against 22% for federal. That is a 39-point gap, and it has been stable for years. (Pew, February 2025) The headline is not "trust is dead." The headline is that local is the only level not collapsing, which means you are the only level that can rebuild it experientially instead of rhetorically.
The private-sector parallel that keeps coming up for me is Taylor Swift. (My sister Andie has done a whole episode on this, holding it for later.) The Eras Tour did not scale because of the music. It scaled because Swift built her fans into the production. Friendship bracelets traded between strangers. City-specific activations like Indianapolis, New Orleans, Miami, and Toronto built around the fanbase that was already there. The fans were not the audience. They were co-producers. They were in the credits. (Event Marketer, October 2024)
That is the engagement model the Harvard data says is missing from government. Young residents do not want a town hall. They want a role. They want to be in the credits, not on the mailing list.
Key insight: Local is the only level not collapsing. The mechanism for keeping it that way is closing the loop with the people who showed up.
Tool 3. Close the loop out loud, not in private.
The fifth stage is the one almost no city does, and it is the difference between customer service for one and trust-building for everyone.
Joseph Porcelli, who runs government and crisis response at Nextdoor, said this to me on the podcast last summer in language I think about every week.
"There's a strategy I think about and it's respect people's intellect and care out loud. Two strategies. Respect people's intellect. Tell them what's happening. Tell them what the process looks like and how things are gonna be. And then caring out loud is closing that loop. ‘Hey, just wanna thank you all for giving input. We use your input plus these other sources and here's the decision we made and here's why. If you have questions about that, let me know.’ You repeat that process, people are like, oh my gosh. Wow, that felt respectful."
Respect people's intellect. Care out loud. The "out loud" part is what trips most cities up. A private email back to one resident is not closing the loop, it is answering a ticket. Show the work to everyone watching. "Here is what we heard. Here is what we did. Here is why." Where the input was public, name the resident: a council comment, an op-ed, a public 311 entry. First name, last initial. That recognition is the difference between "we heard from a community member" (which lands on no one) and "Maria R. asked us about this in March" (which lands on every Maria reading along). Where the input was private, show the pattern without the name.
The cheapest deposit in the trust bank is showing your work in public, and almost nobody makes it.
Key insight: Closing the loop has to be visible. Name residents when the input was public. Show the pattern when it was not. Either way, the community sees the loop close.
This part really matters.
I always say you need to build trust before people need you. That line came out of a call I got at the start of the pandemic from a mayor of a large Minnesota city, asking me what to do about social media now that they suddenly needed it. The answer is that by the time you need it, it is too late. You needed to already be there, building trust on a platform so that when people need you most, they already believe you.
The Harvard Youth Poll is the macro version of that mayor's voicemail. A generation that has only ever heard from their city during a crisis has stopped believing the loop exists at all. And it is not because cities have not tried. ICMA and CivicPlus research a 26,000-resident panel twice a year, and the gap between trust in local leadership and satisfaction with services is roughly 30 points. The mechanism they flag for closing it is the quality of the digital interaction. (ICMA, 2025)
So the stakes are not that residents are angry. The stakes are that residents are quiet. They have stopped writing in, stopped showing up, stopped asking. They have decided the loop is broken, so they are not going to put another input into a machine that does not give anything back. That is what "no real say" sounds like before it shows up in a poll. Cities feel it first, and cities can fix it first.
This is fixable, the same way a relationship is fixable. You close the loop. Then you close it again. Then you close it the week after that. Trust is not a campaign. It is a habit you compound.

What you can do
Pick one resident input from the last 30 days that has not been publicly closed. A 311 complaint, a survey question, a council meeting comment, a DM. Most cities have a backlog of these and nobody has named it as a backlog. Pick one.
Close it publicly in the next 48 hours. Post what you heard, what you did, and why. For a public input: "Thank you to Maria R., who flagged the broken streetlight on 4th and Main on April 28. We replaced the bulb on May 10." For a private one: "On April 28 we heard from residents about a broken streetlight on 4th and Main. We replaced the bulb on May 10."
Make it a habit, not a one-off. Do it once and it is a story. Do it weekly and it is a system. Do it monthly for a year and you have built something almost no city has.
